KABUL, AFGHANISTAN – The Taliban has appointed Noor Mohammad Mutawakkil as the new Consul General at the Afghan Consulate in Mashhad.
According to Tasnim News Agency, legal and diplomatic procedures are currently underway to facilitate Mutawakkil’s official entry into Mashhad and the start of his duties at the consulate.
Mutawakkil, referred to by the Taliban as a “Mufti,” previously served in the group’s Ministry of Defense.
In October 2023, he was appointed commander of the Engineering Brigade under the General Staff. Before that, he held the position of head of ideological and cultural affairs within the ministry.
He replaces Faizanullah Naseri, the former Taliban Consul General in Mashhad, who died of a heart condition on May 18, 2025.
The Taliban’s Ministry of Foreign Affairs has yet to comment on the appointment.
